ECONOMIC OVERVIEW

Israeli Economy Grew by 6.4% in Q4 2007

Despite global slowdown, Israel's economic growth accelerated to an annualized 6.4 percent in the fourth quarter, the fastest pace in a year. Growth picked up from a revised 5.9% in the previous three months with exports jumping 15.5%, as reported by Israel's Central Bureau of Statistics. Business gross domestic product increased at an 8.6% rate

Government budget surplus of NIS 4.9b in January

The government welcomed the new year with an enormous budget surplus of NIS 4.9 billion for the month of January. The reason for the surplus was lower than planned expenses of NIS 13.5 billion, coupled with a very high level of tax revenue of NIS 17.1 billion.

Therefore, the talk of a risk of sliding into an economic slowdown may be premature, as such levels of revenue and budget surplus do not foretell of recession. Usually, tax revenue is an initial indicator of economic trends and direction.

Unemployment at 13-year low

Unemployment in Israel is continuing to fall and is now less than 200,000. The Central Bureau of Statistics reports that the unemployment rate fell to 6.6% in trend figures in November, from 6.7% in October and 7.9% at in January 2007.

The number of unemployed persons reached 193,400 in November, falling by 37,000 from more than 230,000 at the beginning of the year.

The unemployment rate has now fallen 4.4% from the 11% high at the beginning of 2004. According to Central Bureau of Statistics figures, the unemployment rate has been falling faster than expected, by a monthly rate of 0.1-0.2% a month. If the current rate of decline persists, unemployment in Israel will fall below 6.5% by mid-2008, a rate also classed as the unemployment of an economy operating at maximum output.

The average unemployment rate reached 6.7% in the fourth quarter, compared with an average of 7% in the third quarter, 7.5% in the second quarter and 7.8% in the first quarter. The average unemployment rate for 2007 as a whole will be 7.3%.

State of Economy Index rose 1.2% in December

The State of the Economy Index rose 1.2% in December 2007, the Bank of Israel reported today. The index rose 3.4% in the fourth quarter.

The Bank of Israel also revised upwards the State of the Economy Index by 0.8% for the fourth quarter. The index rose 8.3% in 2007, after rising by 7.5% in 2006. The index rose 33.8% in 2003-07, an average of 6.8% a year. The increase in 2005-07 was an even more rapid 7.4% a year.

The index figures show that the economy's rapid growth is continuing, and that there are no signs of a slowdown at the moment. The manufacturing component of the index fell by 0.5% in November (the latest available figures), after rising 2.7% in October. Services exports, which include high-tech, rose by 13% in December, after falling 4% in November.

Citi: Q1 2008 – The Shekel is the World's Strongest Currency

"We are tracking over 70 currencies and among them the shekel is the strongest currency in the world since the start of 2008; the shekel is strengthening not only against the dollar, but also against the euro and British pound, and it is approaching its fair value after years in which it was undervalued" – said Neil Corney, Citi Israel Treasurer In recent days, the dollar has shown considerable volatility.

After losing more than 1% two days ago, the American currency gained 0.75% yesterday afternoon and its representative rate was set at 3.608 shekels. Corney added that Israel is unique in that the exchange rate issue assumes such a prominent place in the economy and in the local media: "There is no other country in which every resident monitors the exchange rate every day. The average American barely knows that the exchange rate exists." According to Corney, "It is a basic error to think that there is a particular level beyond which the shekel cannot continue to strengthen."

INFRASTRUCTURE & ENERGY

Israel and US Partner in Alternative Energy Research

U.S. President George W. Bush signed the American-Israeli joint energy research bill, which will fund cooperative research and development (R&D) efforts by the U.S. and Israel to develop sources of renewable alternative energy. The measure, a provision of the Energy Independence and Security Act of 2007, was passed by the U.S. House of Representatives and by the U.S. Senate in December.

The program, to be called "The Bipartisan United States-Israel Energy Cooperation Act (HR 2730)” will provide opportunities for joint research and development projects involving renewable and alternative energy and energy efficiency. The goal of this bill is to reduce dependence on oil. R&D work will focus on solar, biomass, wind, geothermal, wave and tidal energy, as well as advanced battery technology and energy efficiency. The bill also aims at greater fuel efficiency in automobiles and promotes ethanol production.

In Israel there are more than 200 companies which have developed or are developing environmental or energy-related technology.

Ben-Eliezer relies on increased desalination

"Israel is the Silicon Valley of water"

"The water shortage can be solved by technology," says Minister of National Infrastructures Benjamin Ben-Eliezer. He added that if desalination production is boosted to 525 million cubic meters a year, it would supply 70% of Israel's household water consumption, thereby solving the water crisis.

The Ministry of National Infrastructures will shortly publish a tender for a 100 million cubic meter a year desalination facility at Soreq and a tender to boost output by current tenders by 75 million cubic meters a year, which Ben-Eliezer says will solve the water problem. He also hinted that had the Ministry of Finance approved the desalination facilities in time, "it is doubtful that we'd be faced with such a severe crisis today."

Israel is Set to Promote Electric Cars

First cars to be on the roads by 2011

The Israeli government has announced its plans of becoming the first country to significantly reduce oil dependency and pollution by adopting the concept of mass-produced environmentally-friendly electric cars. Consumers will buy and own their car and subscribe to energy, charging their car batteries in charging spots to be spread around the country. Israel's unique characteristics:  all major urban centers less than 150 kilometers apart, with 90% of car owners driving less than 70 km per day - make it an ideal location for this ground breaking project.

The government has extended a tax incentive on the purchase of zero-emissions vehicles until 2019, making them more affordable. Combined with the lower cost of electricity as opposed to fuel-based energy, the total cost of ownership for the customer will be significantly lower than that of a fuel-based car.

The announcement coincided with an agreement between the Renault-Nissan Alliance and the Israeli Project Better Place to undertake the endeavor. Renault-Nissan CEO Carlos Ghosn declared that the vehicles will be equipped with lithium-ion batteries enabling driving distance of up to 160 km per charging. The cars will run purely on electricity, producing zero emissions while offering driving performances similar to a gasoline powered car.
